Taran

Welsh coblike pony, or similar, small working horse, in harness, with blinkers.

Such horses were used in all kinds of industries from railways to slate works, etc... 

Fine chain can be attached to the collar and threaded through the loops, so the model can draw a waggon etc...

Also for mounting in a 'dandy waggon', in which case the loops were used with chains etc... to secure the horse down.
